Dear Friends,
You are all aware of the fact that our AIRMSA and AIREC have been fighting sincerely for achieving our just demands since decades, Due to constant efforts of our organsiation, we have achieved many grades, promotions.
Our Com. A.Siddique, President of/AIRMSA, Com C.M./Singh GS/AIRMSA and Secretary General/AIREC have represented to Member staff/Chairman Railway Board on our just demands.

The most of the direct recruitments in Senior Clerk grade have not got the higher promotion so far, due to improper cadre restructuring done in 2003. Also 6th CPC have recommended to grant Pay band PB2 with Grade pay Rs.4200/- to those who are in pre-revised scale of Rs.4500-7000 in various ministries, which is equally applicable for Sr. clerks, JAA, Senior typist and all other equivalent categories of ministerial staff.

Due to merger of grades, OS-I & CH.OS, SO & Sr.SO, ISA & Sr.ISA, TIA & Sr.TIA have the same Grade pay was accepted as per VI CPC recommendations but the same pre-revised some categories was revised as Grade pay 5400. In this reason to avoid this anomaly, this association requested to modify the ;Grade pay    ministerial staff as follows:-            
            Ban on recruitment from 1992 onwards (i.e.  Voluntary retirement of 20 years as accepted VI CPC recommendation) has been resulted extra work load and leads frustration among the employees.

So far Administration has not given any positive approval for redressal of our just demands. In this connection All India Railway Employees Confederation conducted its Central Working Committee meeting on 25.12.2011 and 26.12.2011 at Mogal Sarai(ECR) has decided to give a memorandum to the Hon’ble Mintr of Railway on 18.5.2012 with mass signature by conducting on Mass Dhrana at Juntar Manthar,New Delhi, for just demands


Removal of Anomalies from the scales and Grade of pay of Group (D) & (C)
Finalization of Pending Restructuring of Grades. 
Filling up all vacant    posts, 
  Abolition of Contributory pension Scheme.                                                                                          
  Exempt Wage earners from payment of Income Tax.                                                                         
 Formation One Union one industry in Railway by conducting afresh election.   Merger of 50% DA/DR with basic pay.                                                                                               
Appoint 7th CPC for Wages and Pension on Revisions.                                                                                               Extend privilege of First-class Complementary Rail passes to Rly. Pensioners with provision to provide 2 sets of PTO to them.

  Due to organizational problems, our AIRMSA is in active  in our Zone. though it has great history in our Zone, under the leadership and guidance  of Com. M.Soma Sekhara Rao, Com.Sainna, com V.KrishjnaRao  and many others  Hence the Central Committee studied all the organizational problems and taken steps for revival of the origination. One  convener has been nominated on 20.3.2012  by Com.C.M.Singh General Secretary/AIRMSA to revive the organization , for forming, Zonal, Divisiona, Branh leval committees  All seniors, previous office bearers of  AIRMSA at Branch, Divisional and Zonal leval  are requested to strengthen our organization and requested  sign and obtain the signatures on joint mass petition which is going to be submitted to Hon’ble Minister of Railways on 18.5.2012 with lakhs of signatures of employees working in all Zones by doing   Mass Dhrana conducted by AIREC at Janthar Manthar New Delhi.

R ailways is the lifeline of the nation. It has been doing a wonderful service so far. But it has not been keeping pace with the advances made in rail technology worldwide. Today, I am not confident of sending my family on a train given the number of accidents. So, improving safety of the railways is a very urgent necessity. But to be truly world class, the Indian Railways also needs to improve its speed.

For safety, the Railways urgently needs to adopt the automatic signaling systems, which improve safety by almost 80 percent, [and ensure they] are installed throughout the country. Such systems also help run more trains on different lines, thereby contributing to the overall efficiency of the network. We also need to replace level crossings with rail over-bridges. As of now, more than 300 people die each year in level crossing accidents.

For better speed, Railways needs to disaggregate freight traffic from passenger lines. The Dedicated Freight Corridor project is already planned and is a step in the right direction. Similarly, at a number of places in the country, additional lines to carry freight should be built. High-speed trains are also required to improve on transit time and a pilot project is already underway in Kerala. The speed of goods trains should be improved from around 70 kmph to 120 kmph.

There is also the issue of passenger comfort and overall hygiene. The toilets installed in trains are a huge eyesore and we need to move towards discharge toilets such as the ones used in planes. The passenger trains should have better coaches that provide better comfort to passengers. But to implement these ideas, decision making has to be quick and effective.

Today, the pace at which decisions are taken by the Railway Board is slow. This is because the Board has centralised control. Powers have to be delegated to general managers and other officers in order to improve the ability of the railways to deliver. I am not advocating corporatising the Railways. It is a service organisation and therefore should be under government control. However, the organisation has to be run on business lines.

Across the world, many railways have undergone a process of privatisation. But fortunately, the Indian Railways is still under government control. If you study the privatisation efforts in the rail sector in these countries, one will notice that although they have managed to modernise at a fast pace, the role of the Railways in the transport sector is coming down in such places due to tariff issues.

However, structural reforms are required at the Railway Board. Today, the Board serves as the ministry as well as the executive. There is a need for the Board to preserve its role as the ministry and shed its executive powers. There is no need for the Board to approve every tender that needs to be floated by the ministry. This leads to a slow system of decision-making, which in turn, causes delays in ordering equipment and completing important projects on time.

The railway bureaucracy today takes decisions that are not in line with its commercial interests as well. For instance, after handing over the charge of catering to the IRCTC, one fine day the ministry decided to take over. If a particular organisation has been given charge of running a particular business, it needs to be given support as well. Political interference in day to day matters is another cause for concern and the officials should have spine and be able to argue their point.

In my opinion, the Railway Board needs to shed some of its executive powers and delegate authority to the zonal railways in order to ensure that the Railways modernises and improves its efficiency and safety.

☛ Adopt Automatic Signaling Systems throughout the country to improve safety by 80 percent.

Figures bust myth India's bureaucracy is “bloated”

India has only a fifth as many public servants as United States, relative to population
Long reviled for being bloated, India's Central and State governments in fact have just a fifth as many public servants as the United States, relative to population. The figures raise doubts, ahead of a Union budget that is likely to slash social-sector spending, on whether the country has the personnel it needs to improve governance and ensure universal access to services like education and health.
Data compiled from multiple sources, including a 2008 official survey, Right to Information applications, media reports and the 2011 census show, India has 1,622.8 government servants for every 100,000 residents. In stark contrast, the U.S. has 7,681. The Central government, with 3.1 million employees, thus has 257 serving every 100,000 population, against the U.S. federal government's 840.
This figure dips further if the 1,394,418 people working for the Railways, accounting for 44.81 per cent of the entire Central government workforce, are removed. Then, there are only about 125 central employees serving every 100,000 population. Information technology and communications services account for another 7.25 per cent of the Central government's staff.
Eminent economist V.K. Ramachandran says: "One of the most important lessons of the economic history of modern nations is that the most crucial requirements of social transformation can only be delivered by the public authority. A government that does not pay for skilled personnel to deliver education, health and land reform is one that condemns its people to under-development."
Shortage of
skilled workers
The Central government's figures also show that 59.69 per cent of public servants belonged to Group C and another 29.37 per cent to Group D — the two lowest paid categories. Though these workers are important, the numbers suggest there are system-wide shortages of skilled staff and administrators.
Decline in size
Interestingly, the data show a marginal decline of 0.13 per cent in the size of the Central government in 2008 from 2006, though the population grew.
"People keep complaining the government is too big," says Ajai Sahni, director of the New Delhi-based Institute of Conflict Management (ICM), "but the figures show that it is in fact too anaemic to govern the country." The ICM, which spent over a year assembling the data, discovered that only some States even had centralised records on their employees — and there were no published estimates of staff members needed to realise new development objectives.
Local and State governments
The highest ratios of public servants to population among the Indian States are in the conflict-torn or border regions, where the Central government has made special funding available for enhanced government employment in an effort to contain discontent. Thus, Mizoram has 3,950.27 public servants per the 100,000 population, Nagaland 3,920.62 and Jammu and Kashmir 3,585.96. Bar Sikkim, with 6,394.89 public servants per 100,000, no State comes close to the international levels.
For the most part though, India's relatively backward States have low numbers of public servants — which means staff are not available to engage in the kinds of education, health and social services provision needed to address the worst kinds of poverty. Bihar has just 457.60 per 100,000, Madhya Pradesh 826.47, Uttar Pradesh has 801.67, Orissa 1,191.97 and Chhattisgarh 1,174.62.
This is not to suggest there is a causal link between poverty and low levels of public servants: Gujarat has just 826.47 per 100,000 and Punjab 1,263.34. The data could explain, though, why even well-off States like these have made hard work of ensuring universal primary education and eradicating poverty.

ఖాళీ పోస్టులను భర్తీ చేయకుండా కాంట్రాక్టీకరణ, ఔట్‌సోర్సింగ్‌ విధానాలు అవలంభించడం వల్ల రైల్వే వ్యవస్థ నిర్వీర్యం అవుతోందని అఖిలభారత రైల్వే ఎంప్లాయీస్‌ కాన్ఫెడరేషన్‌ ఆందోళన వ్యక్తం చేసింది. రైల్వేల్లో భర్తీకి నోచని 4.5 లక్షల పోస్టులను భర్తీ చేయాలని డిమాండ్‌ చేస్తూ కాన్ఫెడరేషన్‌ ఆధ్వర్యంలో మే 18న ఢిల్లీలోని జంతర్‌మంతర్‌ వద్ద ధర్నా నిర్వహించనున్నారు. దీనికి సిఐటియు, ఎఐటియుసి తమ సంపూర్ణ మద్దతు తెలిపాయి. బషీర్‌బాగ్‌ ప్రెస్‌క్లబ్‌లో శనివారం ఏర్పాటు చేసిన విలేకరుల సమావేశంలో కాన్ఫెడెరేషన్‌ ఆలిండియా ప్రెసిడెంట్‌ బిఎన్‌ఎస్‌ఎప్‌ శ్రీనివాసరావు, ఎస్‌సి జోన్‌ వర్కింగ్‌ ప్రెసిడెంట్‌ కామేశ్వరరావు, జోనల్‌ ప్రధాన కార్యదర్శి అహ్మద్‌ మొహియుద్దీన్‌, సిఐటియు రాష్ట్ర ఉపాధ్యక్షులు పి రాజారావు, ఎఐటియుసి రాష్ట్ర వర్కింగ్‌ ప్రెసిడెంట్‌ టి నర్సింహన్‌ మాట్లాడారు. 17.5 లక్షల ఉద్యోగులకుగానూ ప్రస్తుతం 13లక్షల ఉద్యోగులు మాత్రమే ఉన్నారని, 4.5లక్షల పోస్టులు ఖాళీగా ఉన్నాయని తెలిపారు. ఖాళీ పోస్టులను భర్తీ చేయకుండా కీలకమైన విభాగాల్లో కాంట్రాక్టీకరణ, ఔట్‌సోర్సింగ్‌ విధానాలు అవలంభిస్తున్నారని విమర్శించారు. జనాభాతో పాటు రైళ్లు, స్టేషన్లు పెరిగాయని, కానీ పోస్టులు మాత్రం తగ్గిపోయాయని అన్నారు. ఖాళీ పోస్టులను భర్తీ చేయక పోవడం వల్ల పనిభారం పెరిగిందని, దీంతో ఉద్యోగులు ఒత్తిళ్లకు లోనవుతున్నారని అన్నారు. దీనివల్ల ప్రమాదాలు కూడా పెరుగుతున్నాయని ఆందోళన వ్యక్తం చేశారు. ఔట్‌ సోర్సింగ్‌, కాంట్రాక్టీకరణను వెంటనే రద్దు చేసి ఖాళీ పోస్టులను భర్తీ చేయాలని, దీంతో ప్రమాదాలను నివారించడంతో పాటు నిరుద్యోగులకు ఉద్యోగాలు లభిస్తాయని తెలిపారు. ఖాళీ పోస్టులను భర్తీచేయాలనే ప్రధాన డిమాండ్‌తో ఢిల్లీలోని జంతర్‌మంతర్‌ వద్ద పెద్ద ఎత్తున ధర్నా కార్యక్రమాన్ని నిర్వహిస్తున్నామన్నారు. ఎసి కోస్‌ అటెండెంట్స్‌కు సంబంధించి 662పోస్టులను భర్తీ చేస్తామని అంగీకరించినా నిధుల్లేక ఆగిపోయాయంటూ అధికారులు చెతున్నారని అన్నారు. కమర్శియల్‌, క్యాటరింగ్‌, ట్రాక్‌ మెయింటెనెన్స్‌, పారిశుధ్యం (సఫాయి), టెలీ కమ్యూనికేషన్‌, లైటింగ్‌, లగేజీ కంపార్ట్‌మెంట్‌, ఫ్లాట్‌ఫారాలు, రైల్వే హాస్పిటల్స్‌లో కాంట్రాక్టీకరణ, ఔట్‌సోర్సింగ్‌ పరిధిలోకొచ్చాయన్నారు. లాలాగూడతో పాటు ప్రధాన రైల్వే ఆసుపత్రుల్లో కాంట్రాక్ట్‌ పద్ధతిపై డాక్టర్లను తీసుకుంటున్నారన్నారు. రైల్వే ట్రాక్‌ల నిర్వహణ చూసే గ్యాంగ్‌మెన్లు నేడు లేకుండా పోయారని, వాటిని కూడా కాంట్రాక్టర్ల పరం చేశారని దీంతో ప్రయాణీకుల భద్రత ప్రమాదంలో పడిందని అన్నారు. రైల్వే క్యాంటీన్లు ప్రయివేటు పరం చేయడం వల్ల ధరలు పెరిగాయని, ప్రయాణీకులపై భారం పడిందని, వస్తువుల నాణ్యత లేకుండా పోయిందని అన్నారు. రైల్వేల్లో అధికారుల పోస్టులు పెంచుతూ కిందిస్థాయి పోస్టులను తగ్గిస్తున్నారని విమర్శించారు. ఎసి కోచ్‌లలోని అటెండెంట్‌ 36గంటలు డ్యూటీ చేయాల్సి వస్తోందని వారికి కూడ డ్రైవర్స్‌, గార్డ్స్‌లా జురిడిక్షన్‌ నిర్ణయించి 8గంటల పనివిధానాన్ని అమలు చేయాలని డిమాండ్‌ చేశారు. నూతన ఆర్థిక విధానల కారణంగా ఖాళీ పోస్టులను భర్తీ చేయకుండా కాంట్రాక్ట్‌, ఔట్‌ సోర్సింగ్‌ విధానాన్ని పెంచి పోశించడాన్ని సిఐటియు, ఎఐటియు నాయకులు ఖండించారు. రైల్వే ప్రయాణీకుల్లో అభద్రతాభావం ఉందని ఔట్‌సోర్సింగ్‌ ఉద్యోగులకు కనీస వేతనాలు ఇవ్వడం లేదని ఉద్యోగుల మధ్య విభేదాలను సృష్టిస్తున్నారని దుయ్యబట్టారు. వెంటనే ఖాళీ పోస్టులను భర్తీ చేయాలని డిమాండ్‌ చేశారు. కాన్ఫెడరేషన్‌ ఉద్యమానికి పూర్తి మద్దతు తెలిపారు
